Request for Proposal: Supply, installation and commissioning of five units of commercial-grade banknote counting machines

  1. The Bank of Mauritius (Bank) invites bids from eligible local and qualified Bidders for the supply, installation and commissioning of five units of commercial-grade banknote counting machines with a maintenance contract of five years.
  2. The scope of services includes supply, installation and commissioning of the Banknote counting machines. Commissioning would be deemed complete when the equipment is successfully tested and the commissioning document signed.
  3. One Banknote counting machine has to be supplied, installed and commissioned at the Bank of Mauritius, Rodrigues office, Rodrigues (Cliderlex Building, Rue Max Lucchesi, Port Mathurin) and the remaining ones at the Bank of Mauritius, Sir William Street, Port Louis.
  4. Tenders should be in accordance with the minimum requirements mentioned at Annexure A and should conform to the following conditions:
  1. Prices should be quoted in Mauritian Rupees only.
  2. The bid price should include cost of transport, delivery, installation and commissioning of all Banknote counting machines and also cost of freight charges/Airfare for Rodrigues Office.
  3. The quotation should include a separate Service Maintenance Agreement for five years for servicing/maintenance of all the Banknote counting machines.
  4. Late submission of tenders will not be accepted.
  5. Tenders not conforming to the specifications and failing to provide the required details will be rejected.
  1. Bidders should provide documentary evidence of their company’s certificate of incorporation, BRN and details of their shareholders and directors.
  2. Bidders to state whether they are currently involved in any litigation or arbitration (or any other legal process which may result in legal or financial liability).
  3. Bidders are required to provide certified audited financial statements for the last three (3) financial years.
  4. Tenders should include delivery lead time after confirmation of order.
  5. The terms of payment will be as follows:
  • 40% on allocation of contract, against a Bank Guarantee which shall expire after delivery and commissioning of the equipment.
  • 60% upon supply and commissioning of the Banknote counting machines.
  1. Bids should be valid for a period of one hundred and twenty (120) days from date of submission.
  2. The Bank may, during the evaluation period, request such additional information as it may require from tenderers.
  3. Queries, if any, shall be addressed to the Chairperson - Tender Committee at the following email address: tender.committee@bom.mu by 14 May 2026. Responses to queries shall be published on the Bank’s website by 21 May 2026.
  4. Submission of Bids
  1. Bids shall be sent electronically, by email, from the email address of the authorised signatory of the bidder to tender.committee@bom.mu by 23h59 (local time) on 27 May 2026, at latest.
  2. The Proposal must be submitted as an attachment in the email sent by the authorised signatory. The name of the electronic file must be Supply, installation and commissioning of five banknote counting machines”.
  3. The electronic documents should be encrypted with a strong password before being sent by email. 
  4. Encryption procedures: 
  • Open the document (Word, PDF, or ZIP).
  • Apply encryption:
  1. For Word/PDF: Go to File > Protect Document > Encrypt with Password.
  2. For ZIP: Use a secure compression tool and enable encryption.
  • Use a strong password (min. 8 characters, mix of letters, numbers, symbols).
  • Save the encrypted document securely.
  • Send the password in a separate email from the document submission.
  • Do not include the password in the document or submission email.
  • Attach the encrypted document to the designated email.
  • Confirm submission and notify the recipient of the password separately.

Failure to comply with the above submission formats may entail rejection of the bid

  1. The Bank reserves the right to accept or reject any bid and to annul the bidding exercise and reject all bids without thereby incurring any liability to any bidder or any obligation to inform bidders of the grounds of its action.
  2. The Bank reserves the right to split and award the contract to different Bidders.

A

2 Units of Commercial-Grade Banknote counting machines for the Currency Office:

One for Rodrigues Office and one for Head Office, Port Louis

  1. Pocket Configuration
  • 1 stacker + 1 reject pocket, (preference will be given for 2 stackers + 1 reject pocket for better sorting flexibility)

 

  1. Performance Specifications
  • Counting speed: Minimum 1000 notes per minute
  • Hopper capacity: Minimum 200 – 500 notes
  • Stacker capacity: Minimum 100 notes per stacker
  • Reject pocket capacity: Minimum 100 notes

 

  1. Sorting Capabilities
  • Denomination sorting
  • Substrate sorting (sorting / separating paper notes from polymer notes)
  • Fitness sorting (detection of soiled, torn or damaged notes)

 

  1. Security Features

The machine must be equipped with advanced multi-level counterfeit detection capability, including:

  • 2CIS (Double Contact Image Sensor) for high resolution scanning
  • UV (Ultraviolet) detection
  • MG (Magnetic) detection
  • IR (Infrared) detection

 

  1. Additional Features
  • Clear LCD or touchscreen display showing count, total value and errors
  • Batch counting
  • Automatic start/stop and jam detection
  • Non-stop counting with reject function
  • Ability to update new security features

3 Units of Commercial grade Banknote Counting machine Banking Office:

2 Units of Commercial grade Banknote Counting machine and 1 Unit of Commercial Grade Banknote Counting Machine with external display.

(1) General Requirements

  • Multi-currency
  • Compact desktop design

 

(2) Pocket Configuration

  • 1 stacker + 1 reject pocket,
  • Counting speed: Minimum 1000 notes per minute
  • Input capacity: Minimum 200 – 500 notes
  • Stacker output: Minimum 100 notes per stacker
  • Reject pocket capacity: Minimum 100 notes

 

(3) Sorting Capabilities

  • Denomination sorting
  • Substrate sorting (sorting / separating paper notes from polymer notes)

 

(4) Security Features

The machine must be equipped with advanced multi-level counterfeit detection capability for multi-currency, including:

Other Terms:

  1. Bidders to provide detailed technical specifications, make, model and warranty period of the Banknote counting machines proposed with the above minimum specifications.
  2. Bidders to confirm whether adaptation software for foreign currencies will be included in the offer.
  3. One Banknote counting machine has to be supplied, installed and commissioned at the Bank of Mauritius, Rodrigues office, Rodrigues (Cliderlex Building, Rue Max Lucchesi, Port Mathurin) and the remaining ones at the Bank of Mauritius, Sir William Street, Port Louis.
  4. The Bank may request bidders to carry out a demo of the banknote counting machine proposed.
