Request for Proposal: Supply, Installation, Testing and Commissioning of a Clean Agent Fire Suppression System for Electrical Rooms at the Bank

  1. The Bank of Mauritius (Bank) is inviting bids from eligible local contractors for the works, as more fully described in the Request for Proposal (RFP) for the supply, installation, testing and commissioning of a Clean Agent Fire Suppression System for Electrical Rooms at the Bank.
  2. Prospective bidders are requested to contact the Procurement Section of the Bank – procurement@bom.mu by e-mail for obtaining a complete set of the RFP document. In the request, the prospective bidder shall disclose the name of the company and of the requester.
  3. A pre-bid meeting and site visit shall be held on 13 October 2026 at 11h00 at the Bank, for prospective bidders to take cognisance of the scope of work and view the premises.  Prospective bidders are requested to confirm their attendance by emailing procurement@bom.mu not later than 12 October 2026.
  1. Bids should be in accordance with the requirements mentioned in the RFP and should conform to the following conditions:
  1. Prices should be quoted in Mauritian rupees (MUR) and should be inclusive of labour, transport, and all the other applicable charges, taxes etc.
  2. Bids should be valid for a period of one hundred and fifty (150) days from the closing date of bid submission.
  3. Bids not conforming to the specifications and failing to provide the required details shall be rejected.
  4. Late submission of bids shall not be accepted.
  1. Queries, if any, should be addressed to the Chairperson - Tender Committee at the following email address: tender.committee@bom.mu by 16 October 2026. Responses to queries shall be published on the Bank’s website by 22 October 2026.
  1. Electronic Submission of Bids
  1. The proposal shall be sent electronically, by email, from the email address of the authorised signatory of the bidder to tender.committee@bom.mu by 23.59hrs (local time) on 29 October 2026, at latest.
  1. Bidders shall submit their technical and financial proposals in separate files attached to the email sent by the authorised signatory of the bidder. The name of the electronic file for the technical proposal must be “Technical Proposal – Supply, Installation, Testing and Commissioning of a Clean Agent Fire Suppression System for Electrical Rooms at the Bank of Mauritius”.  The name of the electronic file for the financial proposal must be “Financial Proposal – Supply, Installation, Testing and Commissioning of a Clean Agent Fire Suppression System for Electrical Rooms at the Bank of Mauritius”. 
  1. The electronic documents should be encrypted with a strong password before being sent by email. 
  1.    Encryption procedures:
    1. Open the document (Word, PDF, or ZIP).
    2. Apply encryption: i. For Word/PDF: Go to File > Protect Document > Encrypt with Password. ii. For ZIP: Use a secure compression tool and enable encryption.
    3. Use a strong password (min. 8 characters, mix of letters, numbers, symbols).
    4. Save the encrypted document securely.
    5. Send the password in a separate email from the document submission.
    6. Do not include the password in the document or submission email.
    7. Attach the encrypted document to the designated email.
    8. Confirm submission and notify the recipient of the password separately.

Failure to comply with the above submission formats shall entail rejection of the bid.

  1. The Bank may, during the evaluation period, request such additional information as it may require from bidders.
  1. The Bank reserves the right to accept or reject any bid and to annul the bidding exercise and reject all bids without thereby incurring any liability to any bidder or any obligation to inform bidders of the reasons thereof.
