Public Notice: Allocation of contract for the provision of catering services

The Bank of Mauritius (“the Bank”) has taken cognizance of a media report of 19 September 2025 relating to the allocation of contract for the provision of catering services to the Bank and wishes to bring the following clarifications: 

  1. The Bank launched the tender for the provision of catering services in February 2025.  The former Second Deputy Governor, Mr Gérard Sanspeur, approved the Request For Proposal and appointed the members of the Evaluation Committee, consisting of four Bank staff and two external members. 
  2. After examining the recommendation of the Evaluation Committee, the Tender Committee, consisting of 5 Senior Officers of the Bank, submitted its report along with its recommendation to appoint the current service provider to the First Deputy Governor, Mr Rajeev Hasnah, on the 5th of May 2025 considering that the former Second Deputy Governor, Mr Gérard Sanspeur was on overseas leave from the 2nd of May 2025 to the 21st of  May 2025.  It is an established practice that in the absence of a Deputy Governor, the other Deputy Governor oversees his Departments and attends to relevant files to ensure continuity in the day-to-day administration of the Bank.
  3. Allegations made to the effect that “Gérard Sanspeur se serait opposé à ce que ladite compagnie obtienne le contract. Le dossier lui alors aurait été retiré et confié au premier adjoint du Gouverneur, Rajeev Hasnah” are totally false and malicious.
  4. The Board, consisting of 7 members, approved the allocation of the contract for the provision of catering services at its meeting on the 13th of May 2025. 
  5. The letter of Award to the successful bidder was issued on the 23rd of May 2025 and signed by the former Second Deputy Governor, Mr Gérard Sanspeur.
