Addendum/Clarifications: Engagement of a Consultancy Firm for Project Management and Quantity Surveying for the Construction of a Car Park at Bourbon Street, Port-Louis

We refer to the RFP for the “Engagement of a Consultancy Firm for Project Management and Quantity Surveying for the Construction of a Car Park at Bourbon Street, Port-Louis”, launched on 13th August 2026 and wish to provide the following addendum/clarifications:

Following queries raised by potential bidders during the pre-bid meeting held on 27th August 2026, the responses of the Bank are as follows:

The number of car park lots that need to be allocated for the project.

The maximum number of cars that can be accommodated on the plot, taking into account that space must also be allocated for a covered parking area for ten (10) motorcycles and a security post.

Key Technical Personnel and Specialist Consultants.

 

Please clarify which positions/personnel are considered as “Key Technical Personnel” for the purpose of this RFP, and whether this requirement is limited to the Project Manager and Quantity Surveyor or includes other technical specialists.

 

In view of the nature and requirements of the Project, we suggest that consideration be given

to the inclusion of a Structural Engineer and a registered Health and Safety Officer,

particularly in relation to the controlled demolition of the existing stone masonry buildings and the protection of adjoining properties. We also suggest the inclusion of a Civil Engineer and an Architect to assist with the development and review of the circulation layout, access and external works, as well as the architectural layout and integration of the functional requirements of the car park.

 

Please further clarify whether these specialist personnel are expected to form part of the

Consultant’s team, or whether they will be appointed separately by the Bank or by the D&B Contractor.

 

 

 

The requirement of the RFP shall be limited to Project Manager and Quantity Surveyor.

 

 

 

 

The procurement method/contract form or the construction works shall be Design and Build basis. The Design and Build(D&B) Contractor shall therefore provide a Registered Structural/Civil Engineer and Health and Safety Office to ensure a controlled and methodological demolition of the existing stone masonry buildings and protection of adjoining properties.

 

 

 

 

 

Civil Engineer and Architect are not expected to form part of the Consultant’s team. These specialists will have to be provided by the D&B Contractor.

Dedicated Full-Time Personnel

 

Please clarify which personnel are considered mandatory full-time resources for the Project  and whether the requirement for a “dedicated, full-time team” applies only to the Project  Manager and Quantity Surveyor or to all proposed technical personnel.

 

 

The bidder shall provide the intended project organization chart and details of full-time personnel proposed to work on the project. The dedicated full-time team applies only to the Project Manager and Quantity Surveyor.

Demolition Works and Permit Requirements

 

The RFP requires the careful demolition of the two existing stone masonry buildings, including the associated metal and timber structures, without causing damage to adjoining properties.

In this regard, please confirm whether the necessary demolition permit/approval has already been obtained by the Bank.

 

If not, please clarify whether the responsibility for obtaining the demolition permit, including

preparation and submission of the necessary documentation, method statements and supporting technical information, rests with the Consultant or the D&B Contractor.

 

 

 

 

Please also clarify whether the Consultant is expected to provide specialist oversight of the

controlled demolition works.

 

 

Demolition permit/approval has not been obtained by the Bank.

 

 

 

 

 

 

It will be in the scope of works of the D&B Contractor to preparate the necessary documentation, method statements and supporting technical information. Verification of these information rests with the Consultant. Application of the BLUP shall be done by the Consultant on behalf of the Bank.

 

 

No specialist oversight of controlled demolition works will be required by the Consultant. The D&B Contractor shall be fully responsible and liable for the demolition.

Design Responsibility under the Design & Build Arrangement

 

Please clarify the extent of the Consultant’s design responsibility under the Design & Build

arrangement.

 

Will the Consultant’s role be limited to reviewing, verifying and checking the D&B Contractor’s detailed designs, drawings and methodologies for compliance with the Bank’s requirements and applicable regulations, with the D&B Contractor retaining full responsibility for the design?

 

 

 

The Consultant shall not be responsible for any design.

 

 

The Consultant, as specified in the bid, shall be responsible to review and verify documents submitted by the D&B Contractor to the extent reasonably practicable within the Consultant team’s professional qualifications and expertise. The Consultant shall not be responsible for approving any designs. The D&B Contractor shall retain full responsibility for the design and ensure compliance with the applicable regulations.

Statutory and Environmental Approvals

Please confirm whether any existing environmental approvals, demolition-related approvals, waste disposal requirements or other statutory clearances have already been obtained or identified by the Bank.

Please also clarify the respective responsibilities of the Consultant and the D&B Contractor for obtaining and securing any outstanding approvals and permits.

 

The Project Manager and Quantity Surveyor shall ensure that the D&B Contractor prepares all documentation required by authorities. The Consultant shall submit same to the relevant authorities on behalf of the Bank.

Consultant’s Site Attendance

 

Please clarify the expected frequency and duration of the Consultant’s site attendance during the construction stage, including whether full-time or part-time site presence is required.

 

 

The frequency has to be determined by the Consultant. The Consultant shall be present on site to carry out site meeting. The Consultant shall also be present as and when required and as and when requested by the Bank.

Evaluation Criteria

 

Please provide clarification on the evaluation methodology to be adopted for the tender, including the technical and financial evaluation criteria, respective weightings, minimum technical qualifying score, and any other criteria that will be applied during the evaluation of submissions.

The evaluation will comprise technical and financial assessments, with applicable criteria as per the tender requirements. The technical bids will first be assessed against the mandatory technical and compliance requirements. Only bids meeting the stipulated minimum technical qualifying requirements will proceed to the financial evaluation.
